HDB pilots new open concept in October BTO exercise

Desmond Lee, Minister for National Development, said in a May 27 speech that HDB plans to test a newly designed open layout during the Built-To-Order BTO exercise.

Unlike other flats that have partition walls and beams, the “white” flats will offer a single living area with a bedroom without any obstructions. The first set of these flats is being offered in the Kallang/Whampoa BT project with 310 three room and four room units.

According to HDB pricing will include the cost of not having internal partition walls on such flats. Homebuyers will be able to choose between the old and new layouts when booking their flat.

It allows you to customise and reconfigure your HDB flat as your household’s needs change.

As an example, four-room flats have today three bedrooms. You may not need to use all three rooms if you are a young couple without children. White flats allow them to partition space with furniture and glass partitions. When they have kids, the space can easily be repurposed to add bedrooms.

For those who wish to renovate a flat, they can expect to save money as they will not have to demolish any walls. This is in contrast to the HDB standard flats.

The “white-plan” concept, which allows homebuyers a custom design of their own unit, was previously only available to luxury private homes.

Far East Organization is a good example. Its Inessence luxury residences include Alba Boulevard Vue Skyline@Orchard Boulevard situated in Orchard Road. The “whiteplan” concept allowed purchasers to customize their apartments.

Sun: “Public Housing flats that are part of the white plan could be a novelty purchase for some purchasers”.

However, she also adds that a new layout might have a negative impact on the sale of the unit because it could appeal to only a small pool of potential buyers.

Sun believes that this price difference is not significant, as construction of nonstructural walls costs less.
